In this simulator, static routing means every packet takes the one pre-chosen best road. The mode labelled dynamic randomly picks among roads that still make progress on this fixed network. Packets can overtake each other, then the tray restores their order. Real dynamic routing updates routes from network information; that adaptation is not simulated here.
